UNION — New water meters, water and sewer improvements, and resurfacing the walkways in a municipal park were among the infrastructure improvements approved by Union City Council this week.
Council voted unanimously to approve a recommendation by Utility Director Joe Nichols that the city award the bid for the purchase of new water meters to Carolina Meter & Supply for $410,602.52. Nichols said the meters will be purchased with funds provided through the S.C. Drinking Water State Revolving Fund Program. He said the funds would be obtained through the program’s “green money” initiative which enables municipalities to obtain loans for water system improvements at an interest rate of only one percent for 20 years.
Nichols said the new meters are part of a project the city initiated three years ago to replace all its water meters with remote read component. He said the city had been replacing the meters 500 at a time but had reached the point where there were only 2,300 left to replace. Nichols said the decision was then made to go ahead and purchase the needed meters and proceed with replacing the remaining old ones. He said once the funding is approved by the State Revolving Fund the project should get under way in January with 400 new meters installed a month. The project should be completed by June.
The remote read component enables utility personnel to read meters from their vehicles reducing the amount time and cost involved.
Water, Sewer Improvements
Council also voted unanimously to approve a recommendation by Nichols that the city award the bid for water and sewer improvements to Smith Backhoe & Construction for $51,845. Nichols said the improvements include:
• Erosion control work at six existing sewer and water locations
• Removal an existing master meter at one location
• Replacement of 72 linear feet of an eight-inch sewer line along with erosion control at one location.
Nichols said the improvements will address erosion that had occurred at the locations due to the heavy rains the county has experienced in recent months. He said this includes erosion which has exposed a sewer line behind the Bi-Lo grocery store on the Duncan Bypass. This project will involve placing 20 tons of Surge Stone approximately six to 12 inches thick at the site; reshaping the existing valley ditch and placing 20 tons of heavy duty Rip-Rap with fabric; and planting grass at the site.
Erosion control work will also be done on:
• Bermuda Drive which will involve the placement of 20 tons of heavy duty Rip-Rap and planting grass.
• Munro Street which will involve reshaping the affected area and the placement of 50 tons of Surge Stone approximately six to 12 inches thick; placement of heavy duty Rip-Rap with fabric; and planting grass.
• Forest Street which will involve reshaping the affected area and the placement of 30 tons of heavy duty Rip-Rap with fabric; installation of 24-inch HDPE pipe; stone bedding and backfill for the pipe; placement of Surge Stone and shape area for vehicular access; placement of heavy duty Rip-Rap on each side of the pipe; raise manhole frame and cover; and planting grass.
• Blassingame Street which will involve reshaping the area and placing Rip-Rap with fabric and planting grass.
• Rice Avenue Extension which will involve reshaping the valley ditch and placing heavy duty Rip-Rap with fabric and planting grass.
The master meter at the Buffalo Meter Pit will be removed along with the existing test tap and strainer, all of which will be replaced with new ones; installation of rods for pipe restraint; and installation of an eight-inch DIP and eight-inch flange adapter.
On Lakeside Drive the existing eight-inch VCP sewer line will be replaced with an eight-inch DIP sewer line. By-pass pumping will also be included. Stone bedding will be placed and the area will be reshaped and heavy duty Rip-Rap with fabric placed. Grass will be planted at the site.
Council also voted unanimously to approve a recommendation by Public Service Director Perry Harmon that the city award the bid for bulldozer work at the Eison Road and Kenwood landfills to Smith Backhoe & Construction for $11,040. Harmon said the city is required by DHEC to have all brush disposed over at the landfills pushed in and covered with dirt. He said this is done on a monthly basis.
Council also approved a recommendation from Harmon that it award the bid for resurfacing the asphalt walkways at Foster Park to Sailors Asphalt Paving for $91,945. Harmon said that the walkways are in need of resurfacing due to a combination of age, wear and tear, and damage caused by tree roots. He said most of the park’s walkways are 16 years old.
Unlike the other projects approved by council, the vote to award the bid for resurfacing the walkways was not unanimous. Councilman Yates Giles cast the only no vote, citing his concerns that the city only received one bid for the project.
Harmon said that while the city only received one bid on the project he received a number of inquiries about it from interested companies. He said that given the requirements of the project all those who inquired declined to submit a bid leaving Sailors Asphalt Paving the only contractor to do so. In addition, Harmon said that the engineer’s estimate was that the project would $125 a ton, but that the bid from Sailors was $123 a ton.
