Designed to ensure safe evacuations in a storm

A committee has developed several weather-related announcements designed to help direct persons attending such events to safely evacuate those locations in the event of inclement weather.


UNION COUNTY — Announcements designed to facilitate the safe evacuation of outdoor athletic events have been developed to be added to the Union County School District’s Hot Weather/Lightning Safety Procedures.

During Monday’s meeting of the Union County School District Board of Trustees, Safety and Security Coordinator Randy Crocker presented the board with a list of weather-related announcements that would be broadcast during the event of severe weather at outdoor venues where district athletics activities are being held. The weather-related announcements would be added to the district’s Hot Weather/Lightning Procedures which Crocker said were developed by a district committee and implemented seven years ago.

“We have had Hot Weather/Lightning Procedures in place since 2008,” Crocker said Tuesday morning. “We were one of the first districts in the Upstate to have these procedures. We actually shared them with other districts.

“They were developed by a committee of ADs (Athletic Directors),” he said. “At that time we had ADs at each school. Also, the Sports Medicine Class at UCHS helped draft it. We implemented it before the start of the football season that year.”

Crocker said that one of the drawbacks of the procedures is the inability to test them before they have to be used. He said this did not happen until the Sept. 4 football game between Spartanburg and Union when a storm brought lightning and heavy rain that repeatedly delayed the game forcing it into Saturday morning that. The storm forced the evacuation of the Union County Stadium and revealed the flaws in the district’s Hot Weather/Lightning Procedures.

“Procedures of this nature are most effective when they can be tested,” Crocker said. “Unfortunately, you can’t evacuate a whole stadium to test a procedure. The Spartanburg-Union game was the first time we had to evacuate and it was evident that we had gaps that needed to be addressed.”

To address those gaps, Crocker said that he, together with Union County Stadium Director Ronnie Wade, Timken Sports Complex Director Kevin Shropshire, Union County High School Athletic Director Michelle James, and Assistant Athletic Director Mike McGee developed the weather-related announcements that will be added to the procedures.

Crocker said the announcements are each designed for a particular venue or venues where athletic activities are taking place. The goal is to direct those in attendance — teams, coaches, bands, cheerleaders and the general public — to safely evacuate and go to a place of safety.

Union County Stadium

The announcement for the Union County Stadium begins with “May I have your attention please. We have a weather related announcement. Attention please, we have a weather related announcement. Due to the approaching threat of inclement weather, the game will be delayed for 30 minutes.”

It then asks those present to move to safety as follows:

• Visiting team players, band, cheerleaders and coaches — Please move onto your buses.

• Home team players and coaches — Please move onto your buses.

• Home team band, cheerleaders, field staff, and officials — Please move to the Flower Exhibit Building or Clemson Extension Building at the fairgrounds.

• Film crews to brick structures directly below you.

• All others — please move to your vehicles in an orderly fashion. Tune your radio stations to 1460 AM or 103.5 FM for updates.

The Union County Fairgrounds are next to the Union County Stadium and Crocker said that the Union County Fair Board will provide the district with two sets of keys to the Flower Exhibit Building and the Clemson Extension Building for use when there is a storm during a game.

On Campus

The On Campus announcement is for games and matches taking place at Jonesville Elementary/Middle School, Lockhart Elementary/Middle School, Sims Middle School, and Union County High School. At those locations, a high powered megaphone will be available if needed.

While the opening section of the announcement is similar to the one for the Union County Stadium, there are some differences in the directions those in attendance will be given. The directions include:

• Visiting team players, band, cheerleaders and coaches — Please move onto your buses.

• Home team players, band, cheerleaders and coaches — Please move inside to the gymnasium.

• All others — please move to your vehicles in an orderly fashion.

Timken Complex

The opening announcement for the Timken Complex is also similar to the others with some differences in the directions. The directions include:

• Visiting teams players and coaches — Please move onto your buses.

• Home team players and coaches — Please move inside to the North score tower.

• Umpires — Please move inside to the South score tower.

• All others — please move to your vehicles in an orderly fashion.

Fields/Complex

The Fields/Complex announcement is for games taking place at Jonesville Field, Lockhart Field, and the South Hills Complex. At those locations a high powered megaphone will also be available if needed.

For these locations, the opening of the announcement is similar to the rest with some differences in the directions. The directions include:

• Visiting teams players and coaches — Please move onto your buses.

• Home team players and coaches — Please move to the Concession/Bathroom Building.

• All others — please move to your vehicles in an orderly fashion.
